“The NBI (National Bureau of Investigation) has recommended the filing of criminal and administrative charges against the Philippine coastguard personnel,” Justice Secretary Leila de Lima told AFP in a text message from Madrid, where she is on an official trip.

The daily, which is one of the top three newspapers in the country based on circulation, said the anonymous source had confirmed Taiwan’s claims that the boat Kuang Ta Hsing No. 28 was attacked in the overlapping territorial waters between the two countries, although it was “on the Philippines side and not on the Taiwan side.”
